Jun 29, 2019 · Jun 29, 2019. #1. In my last game with 19 DVP points I entered the World Congress. I know I will lose 3 DVP points as I dont have too much diplo favour. So I tried to minimize my losess and tried to guess the porpositions. I lost the first one. I win the second one (1 DVP) Third one is the DVP election I vote against my self and lose 3 and gain 1. .

You straight up can’t block diplomatic victory unless you refuse capitols but it’s hard to play her without doing that at least a couple times in a big game ... After every vote without a winner the two Civilizations with the most delegates, get an extra delegate for the next vote.
